MARITIME TRAFFIC

IN2 Group entered the area of maritime traffic in the late Nineties as a part of the consortium informatizing what was then called Ministry of Sea. The company developed a number of specialist applications, used by more than a thousand users today. Among them are the employees of the Ministry of Maritime Affairs, Transportation and Infrastructure, harbour masters, ship owners, ship operators and their agents, port authorities, Ministry of Interior as well as the institutions educating nautical staff.

IN2 developed the following applications: Ship Register, Matriculation Documents, Certificates and Books, Ship Arrivals and Departures, Seamen's Embarkation and Disembarkation, Maritime Infractions and Maritime Inspections. Since 2012, those applications have been integrated into an information system getting its data in real time from all the participants in the maritime traffic.

The system communicates with the system for monitoring and managing maritime traffic (VTMIS - Vessel Traffic Monitoring and Information System) taking care for the safety of navigation on inland waters, in territorial waters, and in the protected ecological-fishing belt of the Republic of Croatia. Data on maritime objects are exchanged in real time with the European SafeSeaNET system, which prevents maritime accidents, protects the sea from pollution, and ensures the safety of passengers.

In the latest projects of development of an information system for maritime traffic, IN2 group applies the expertise acquired in the areas of storage and processing of biometric data, proven in the development of border control and ePassport systems.

JUDICIARY

Strategic cooperation between IN2 Group and the Ministry of Justice of Croatia started in 1995 with the project of Information System of the Court Registry of Companies. The system has been in continuous use for two decades and has been constantly upgraded, and was extended in 1999 with a public system for court case management.

The registry can be searched on the Internet at https://sudreg.pravosudje.hr. The system has been connected with the Tax Administration since January 1, 2009 – that's when the first Personal Identification Number in Croatia was assigned from the system. IN2 Group developed the information systems for criminal and offence records – the two systems have been technologically and functionally upgraded a number of times and harmonised with best practices and the legislation of the European Union. The systems have been recently connected with the information systems of other institutions participating in the processing and sanctioning crimes and offences in the country.

The Supreme Court of the Republic of Croatia has been using an application developed by IN2 since 2006. The company also developed a system for the monitoring of unsolved court cases as well as a system for the court's statistical reports. The system has also been upgraded with an application for the monitoring of the so-called uskok cases, that is, corruption and criminal cases – in parallel with the Supreme Court, the application is also used by the State Prosecutor of Croatia. A system for the management of cases in connection with war crimes was also implemented.

The latest IN2 Group's project dealing with the judiciary is the Information System for Pro Bono Legal Help, which makes possible to centrally monitor spending of the national budget funds set aside for the purpose.

The INcourt2 solution is the result of IN2 Group's longtime presence in the judicial system as well as knowledge of legislation and the way judicial bodies work. It was designed as a process-oriented system providing and easy customisation to concrete needs by defining business processes. INcourt2 manages court processes, cases, and documents – in all courts identically. For judges and court officials, it offers all the needed tools that can help in organising their work; obtaining all the relevant data; monitoring the status, development and solution of court cases; and so significantly increases the efficiency of the judiciary. INcourt2 can be customised for different procedural and national requirements. Users can also create statistical and management reports in it.

LAND REGISTRY, CADASTRE, AND GIS

Through its first acquisition in 2007 – by the takeover of IGEA from Varaždin, a company that developed and maintained two core land management systems, land registry and cadastre – IN2 Group entered that segment of the development of information systems in the public sector of Croatia.


Land registry is a complex information system consisting of a number of applications supporting the work of land registry departments of municipal courts. One of those applications is the module for restauration and establishment of land registries.


Cadastre is an application for the management of books of cadastre operator, available through the Central Repository of Cadastre Data for Land Administration, which has data on all the cadastral units and deeds in the Republic of Croatia.


On the grounds of the years of experience in the implementation of IT solutions for government institutions, IGEA developed applications that fully automatize and support business processes in accordance with legislation and customer requirements. Currently, there are several information systems developed by IGEA in use in the Republic of Croatia: EOP – Land Registry, the Land Cadastre, Cadastral data communication and restoration of Land Registry book in the Republic of Croatia, JCMS systems misdemeanour courts, Crafts register, SGA address register, SGA Geoportal, National Geoportal (INSPIRE), Spatial road database for Croatian Motorways, Spatial database of railway crossings for Croatian Railway Infrastructure, GIS portal for the Institute for spatial planning of Istria County, ENVI portal, Bioportal and Protected areas management system, SavaGIS, SavaHIS, GeoSTAT, AdriaFireGIS, Croatian Integrated Maritime Information System GIS module and many others.

PUBLIC SECURITY

In the area covered by national security, IN2 is present in the informatization of the system through several important projects and in connecting our two largest national users: Ministry of Interior and Ministry of Justice.

These are the projects realised during the last ten years:

Information and Document centre in the Department for Foreigners and asylum, where we installed a solution for digital library, IN2 e-Library. The same solution was implemented in similar services in the Ministry of Interior of the Republic of Slovenia, and in Ministry of Security in Bosnia and Herzegovina.


Electronic licence plates for vessels in the Police department of Split-Dalmatia County. The application includes a GIS view for ship monitoring as well as an intelligent analysis and optimisation of the direction of travel of police vessels.


Biometric passport – IN2 Group realised the project of biometric passport (ePassport) in order to improve the security of passports and data security. With that project, the IN2 Group's experts started dealing with the development of information systems for the acquisition, storage, and processing of biometric data.


NBMIS project – The information system for border control. The goal of the project is a more efficient control of passengers, travelling documents and visas as well as vehicles entering and leaving the country. Air, rail, river and maritime border crossings are included with the road border posts. In order to realize that, an application for desktop was implemented, together with an application and portable inspection terminals for control on ships and trains.

EDUCATION AND LABOUR MARKET

IN2 Group has been engaged in the informatization of education for five years. The development of expertise in the area started with the design and maintenance of the Integrated Information System for Primary and Secondary Schools in Zagreb – in which the education and schooling of children and students is monitored from kindergarten to the state matriculation exam. Today, the system has more than 6000 users in more than 300 institutions. The system is interoperable with the information systems in the Ministry of Education and CARNet (Croatian Academic and Research Network), creating a central national database and making possible the state matriculation exam and enrolment to university.

IN2 Group has also developed Lifelong learning modules – applications used through the information system of Croatian Employment Services which support the process of career guidance and counselling, and the records of expertise for people looking for a job.

By participating in the project of the development of the Records and Analytics System for the High Education of the Republic of Slovenia, IN2 Group internationalized their experience in the informatization of education systems.

The foundation of the ten years of cooperation between IN2 Group and Croatian Employment Service (CES) is the information system for the support of employment processes. The project started as the information support for the information desk as the central location for the communication between CES and the persons seeking employment, and continued with the development of an application that was expanded with additional modules. The system stores data about the unemployed and employment seekers, important for good intermediation.

A separate web application for the unemployed and employers was developed as an extension of the intranet application. It can be found at http://burzarada.hzz.hr and can be used to search the current employment offers and the people registered at the Service, by more than forty criteria, in real time. As the business processes in the CES have a lot in common with other public administration systems, protocols for the exchange of data among them is currently in preparation.

IN2 Group has also created the Trade Registry, a public record with data and documents on tradesmen, used in Economy Offices and their branches throughout Croatia. In order for the Trade Registry to be public, a web browser was also created, available at http://portor.mingorp.hr. It has the ability to search trades by a number of criteria as well as the ability to browse and print unofficial excerpts from the Registry. IN2 Group has also developed the web page for an electronic registration of the trade (eTrade), at https://e-obrt.minpo.hr
